The Architectural committee has begun soliciting contributions for the proposed pavilion, a 30’ by 30’ roofed structure located on Lot 51.  To date the committee reports cash donations of $21,500. There are additional pledges, however actual amounts are unknown at this time. The committee feels there will be adequate private funding to complete the construction of the basic project.


The committee estimates the cost of the basic project to be $30,000 as shown in the drawings below.  The addition of a kitchen and bathroom would add significant additional costs. The Board has asked the Architectural committee to conduct a perc test to determine whether or not a bathroom is feasible.


A motion to proceed with the project will be added to the agenda of the 2018 Annual Meeting. The Annual meeting packet will be distributed no later than Sept 19th 2018.


In the interim the Architectural committee has asked that the attached drawings be distributed to the entire membership.

The following are all of the Boards actions regarding the Pavilion project to date:

1. Original Motion approved during the 10/21/2017 Annual Meeting:

i. “MOTION, that a FRAMEWORK be approved by the membership to pursue the matter of building a pavilion on Lot A51 as follows:


1. The Architectural Committee is authorized to continue gathering details of design, engineering, function and cost related to the building of such a facility, and


2. The Board of Directors be authorized to approved the final design,   function and cost of such facility and


3. The financing of such facility be structured as follows:


a. A minimum of 50% of the cost to be funded by VOLUNTARY contributions from the HOMEOWNERS. Such contributions would be collected and maintained in a memorandum account on the books of HRPOA by the Treasurer as directed by the Board. In the event the pavilion is not built, those funds will be refunded to the contributors.


b. The remainder of the cost (but not more than 50% of the total cost) may be drawn from the General Reserves of HRPOA with the provision that after such withdrawal the balance left in the Reserve Fund must be a minimum of $25,000 to cover any unforeseen expenses requiring use of these funds before being replenished in the normal course of operational surpluses.   (Currently we are adding $10-20,000 annually to Reserves)


4. As soon as all items above are completed to the satisfaction of the Board of Directors and in accordance with the authority that exists in the declarations, bylaws and articles of incorporation of HRPOA, the Board is hereby authorized to execute a contract to perform the work.”


This motion and its result was determined to be invalid. Proper notification was not included on the agenda of the 2017 annual meeting.


2. Motion approved during the 07/06/2018 HRPOA Board of Director’s Meeting to approve moving forward with a survey, share survey results, and possibly allow fundraising:

“That the Board approve moving forward with consideration on whether to allow a pavilion to be built on HRPOA property subject to the following considerations:

Send out a survey to entire membership and allow 2 weeks to respond

Tabulate the survey results and share the results with the membership

Possibly allow the Fundraising Committee to be set up and start fundraising”


3. Motion approved on 07/26/2018 to rescind the 07/06/2018 Motion; the board felt there was no point in moving forward with the membership survey until there was evidence of voluntary funding for the base project:

“That the Motion below approved during the 07/06/2018 HRPOA Board of Directors Meeting is immediately rescinded:

‘That the Board approve moving forward with consideration on whether to allow a pavilion to be built on HRPOA property subject to the following considerations:

Send out a survey to entire membership and allow 2 weeks to respond

Tabulate the survey results and share the results with the membership

Possibly allow the Fundraising Committee to be set up and start fundraising’.”



4. Motion approved on 07/26/2018 to approve the establishment of a Pavilion Fundraising Committee:

“That the Board approve the establishment of a Pavilion Fundraising Committee headed by George Nottingham to begin raising voluntary contributions for a proposed pavilion on HRPOA property; and include the Proposed Pavilion Project as an agenda item for the October 2018 HRPOA Annual Meeting for the entire HRPOA membership to vote on.  Further, no financial commitment or actual work on the proposed pavilion is to take place prior to the October 2018 HRPOA Annual Meeting.”


5. The board believes that there is adequate voluntary financial support now to build a basic structure and feels it is important to solicit feedback from all property owners.


6. Immediate communication to be distributed for property owner review and comment over the next two weeks.


7. On 08/17/2018, a motion was approved to proceed with a ‘Perc Test’ of Lot 51 as follows:

“Perc Test should be done prior to any building on Lot 51; funds should be allocated from the donation funds to pay for the Perc Test.  Board is to direct the Architectural Committee to proceed with Perc Testing.”


8. The basic structure will be included in the agenda for the 10/20/2018 Annual Meeting for discussion and possible action.
